JOHN NICELY JOINS GSSI AS DIRECTOR OF SALES AND MARKETING

Prior to joining WorkflowOne, Nicely held the position of vice president of marketing, research and development for Renaissance Mark, a leading North American prime label manufacturer. He has been an executive in the industry for over twenty years with well-known paper, packaging and print providers.

SOLUTION II PRODUCT

Dr. Stephan Sanders, from Yale University in New Haven, Connecticut, is leading a six-week expedition for medical research into high altitude. The purpose of the expedition is to research the effects of high altitude on human physiology. There are nine projects ranging from a trial of supplementing drinks with sugar to improve high altitude performance (the main research project) to looking at immunity, looking for brain swelling via changes to the eyes and ears and even a psychology project.

The expedition will be conducting this study at high altitudes and needed an extremely durable sheet on which to print the expedition notebooks. As you climb a mountain the air pressure goes down and the conditions are challenging. As the air pressure goes down the pressure of oxygen also goes down. Oxygen is not pumped into the body it simply diffuses into the cells (the heart and lungs simply help to carry it to the right places). The pressure of oxygen in the air is the only thing that allows oxygen to diffuse from the atmosphere into our cells where it is essential for every process of life. The reduction in air pressure and therefore oxygen can make people sick with mountain sickness (headaches) or, more seriously, fluid in the lungs (HAPE) or swelling of the brain (HACE) both of which are sometimes fatal.

NEW CSR, RYAN OROSZ JOINS GSSI

Ryan Orosz a recent graduate from University of California, Irvine joins the CSR staff at GSSI based out of Mission Viejo, CA. "We have been working with the Career Placement Center at UCI to find talented individuals who are interested in international business and to give them an environment to learn and a place to develop their skills. Ryan came to the interview and I liked him immediately. However, I had to informed him of all the hard work that goes on here and that this position really challenges one's multi-tasking skills. 'You will never find yourself bored and it is rare that work is never finished until each job is delivered so you must learn to love your work, but if you are up for the challenge of your life, then this job is for you'", says William Ting, VP of Operations.

"Having worked in the mortgage industry for a short period of time, it was refreshing to be in a work place that is so active and one that is growing so fast. My day is definitely full of challenges and each day I learn new things. It feels great to be part of the team here at GSSI and never does a day go by that we don't have new opportunities to work on".

CEO, James Letzel says, "it is beneficial to be very close in proximity to an educational institution such as UC Irvine with talented graduates who are internationally aware due to the diverse ethnic background of UCI's student body. Ryan, who comes from an IT background is still learning the ropes, we are convinced that GSSI can take a talented person and turn him into a successful international entrepreneur regardless of educational background.

GSSI DELIVERS MONSTER ENERGY DRINK CUPS IN SHORT ORDER

Ameripak, a leading marketing company based out of Santa Ana, CA called on GSSI through a referral from a mutual client. "We got the call from Laurie Sutton, Ameripak's representative and she was not happy. Monster Energy Drinks had placed an order and the original supplier who quoted on the work failed to come through so they needed a quick turnaround with good quality at similarly competitive prices, so our work was definitely cut out for us", states William Ting, VP of Operations.

"Within two days, GSSI was able to come back with prices from three different factories, artwork proofs within a week and we made a decision and got product delivered for us in short order. GSSI came up with solutions to stagger ship the quantities up to three shipments so that we can get product to our client as soon as possible. It was great working with GSSI as they got through the red tape for customs clearance and took care of the FDA requirements for importing without any hiccups. A minimum quantity was air shipped to satisfy immediate needs until the second shipment came in to replenish supply. Timing was important on the coordination and GSSI did a wonderful job of managing everything. On one shipment, they even went to the dock to pick it up and deliver it just so we stayed on track with timing," says Laurie. "The service was great and they really went the extra mile to do everything they promised and more".

MODERN LUXURY SELECTS GSSI TO PRINTS "ART BULLS"

Modern Luxury the leader in sophisticated lifestyle publications has selected GSSI to manage the production of a specialty title out of our Shenzhen, China office. Entitled “Art Bulls” the casebound product chronicles a much beloved and ongoing sculpture and painting project that involves most of the Spanish countryside. The bulls, standing over 50 feet tall are then painted individually by global celebrities, politicians and cultural icons and have been a Spanish fixture for 50 years.

According to Sean Bertram, Modern Luxury’s Director of Production, “GSSI are my go to guys in Asia. When we have something that fits, such as this high quality book, I turn to GSSI to get the job done.”

SUZANNE MOZAL JOINS GSSI

Ms Suzanne Mozal has joined GSSI as an Account Executive based in Detroit. Ms Mozal is a print industry veteran with extensive experience in the high end commercial market. Most recently Mozal was an account executive with Graphics Press of Los Angeles. Her reputation in the auto industry is expected to benefit GSSI’s burgeoning interests in the Detroit market.

“We liked Suzanne immediately,” said James Letzel, GSSI’s President. “She has great presence, a commanding and comprehensive knowledge of the industry and a wonderful network of contacts. Suzanne will expand our sales efforts in the Midwest and Detroit in particular. Who would not want Suzanne Mozal on their team?”

Said Mozal,” GSSI gives me options and the freedom to work in both printing as well as other markets such as packaging, promotional items and even wine bottles. I’m enjoying learning about these industries as they are generally new to me and have even had the chance during my short tenure to travel to Asia and work with a printer over there. GSSI AWARDED CHRYSLER INTERNATIONAL CATALOG PROGRAM

GSSI the leading International sourcing company based in Mission Viejo, CA was recently awarded the printing of Chrysler Motor Corporation's International catalog brochure program. This long running program is known as the showroom brochure and is commonly given to prospective car buyers. The International portion of this business is for European, Middle Eastern and Japanese versions of all of the popular Jeep, Dodge and Chrysler products. Long considered the most demanding part of Chrysler's catalog business because of the multiple language versions and various regional options, the International books will be distributed in France, Belgium, Spain, Germany, Switzerland, Italy, Austria, Poland, the United Kingdom among others.

"We must be very careful to ensure that each model and each version is matched exactly as there are countries such as Switzerland that have catalogs in three languages. Each market knows what works for them and being responsive to Chrysler's dealer network in those markets means that we build catalogs to fit those individual needs," said Thomas F. Vendetti, GSSI Senior Vice President and sales lead for the Chrysler account. "We knew that the International work would be challenging. There are translations in all languages for all models that require multiple approvals. Building a production plan to support those markets, supply them as needed and be cost efficient at the same time is no mean feat. GSSI is pleased for the opportunity. What we are doing for Chrysler is what we have done for quite a few other high profile accounts. GSSI is aided by Chrysler's advertising agency BBDO who knows the intricacies better than anyone. Together our goal is to save our joint client money and produce a top quality product," Vendetti added.

To perform this highly detailed business GSSI chose to work with printers in Korea and Bulgaria. The printers were chosen for their reputations, ability to manage fluid situations and pricing. Though, says James Letzel, GSSI's CEO, pricing does not mean a great deal if the rest of the package is not there. Both locations come with challenges. In Korea the catalogs must be shipped by ocean and packed precisely to Japanese market demands. Cartons are bubble wrapped to avoid incidental damage and catalogs themselves must be packed exactly to plan. For the European and Middle Eastern markets GSSI chose a Bulgarian printer. This location, in Southeastern Europe, adds a logistics component that would have been avoided with a more centrally located printer but Bulgaria and countries such as Romania are emerging as the best values on the European continent. They are technically advanced and employ the modern equipment needed for a complex body of work like Chrysler.

"No matter how carefully and completely GSSI vets their suppliers it still comes down to teaching them how best to respond to our client's demands," said Suzanne Mozal, Chrysler account rep for GSSI, "that's what we do".

GSSI AWARDED CONTRACT WITH CHRYSLER CORPORATION

GSSI, a global sourcing leader, has been selected by the Chrysler Corporation to print its domestic showroom catalog program for all 2009 Chrysler, Dodge and Jeep models. The Chrysler account, considered one of, if not the most prestigious print accounts in the United States, required a technically advanced and highly precise graphic arts company to manage its complicated eight-color catalog program spanning 34 models and supplemental versions.

In addition to print quality management GSSI was chosen for its ability to secure world class global capacity at highly competitive prices. GSSI knows that Chrysler’s most important consideration is that the catalogs fairly represent the same care and craftsmanship they build into their automobiles. GSSI was able to demonstrate to Chrysler and its advertising agency BBDO that the company understood the manufacturing process and schedule considerations necessary to support an extended supply line occasioned by Asian production as well as locating the most advantageous pricing in the world.

As printing overseas for the domestic market is a new endeavor for Chrysler, GSSI also needed to prove an expertise in logistics planning and execution as integrated schedules are tied to specific events and product launches and must be met exactly.

COSTCO PRINTS AWARD WINNING COOKBOOK WITH GSSI IN KOREA

Costco’s multiple award winning cookbook was recently printed under GSSI’s supervision in Seoul Korea. The cookbook series has been the recipient of numerous publishing awards for quality, content and design. It is considered a public relations masterpiece and is given to Costco members free of charge shortly after Thanksgiving of each year.

“This is a challenging title,” reports James Letzel, GSSI’s President. “We are under time constraints and must meet Costco’s distribution window exactly. There is no room for error so all elements from material purchase to delivery must go as planned. A slip of a day is devastating to the success of this entire project and we would be letting a great many people down who have worked very hard to bring this project to fruition. GSSI can never allow that to happen”.

The 2008 edition is entitled. “In the Kitchen the Costco Way” and features recipes from such renown chefs as Sandra Lee, Paula Deen, Ina Garten and Martha Stewart.

GLOBAL DISCOVERIES HELPS WITH THE BOTTOM AND TOP LINE

GDI, Mission Viejo, CA: The growth of the US wine industry and the increasing desire for exportation by small boutique wineries has become apparent over the years.  GDI, a provider of international business services, has established an export program to help some of the boutique wineries export their wines into Asia.

As a result of their partnership with GDI, these boutique wineries are now able to reach consumers whose taste buds are partial to specialty wines, who also fall within a particular economic demographic. GDI reduces risk of failure and stress of having to provide a large marketing budget.  In addition, GDI provides these boutique wineries the security of monetary exchange and the assurance that the wines would be marketed to a target demographic.

SANMAR CHOOSES GSSI TO PRINT CATALOGS IN CHINA

GSSI, a leading international sourcing company based in Mission Viejo,
CA has recently completed the printing of Washington based SanMar's
Holiday and Wine Country catalogs in Shenzhen, China. SanMar, one of the
world's largest suppliers of high-end apparel to corporations, chose
GSSI for its ability to manage a high quality piece and provide a
savings over current US pricing. "We continue to see our domestic prices
escalate year after year," said Lee Strom SanMar's Senior Director of
Marketing. "Our quantities forced us into web printing and while of
acceptable quality, we felt we could do better. Printing in Asia permits
SanMar to employ the sheetfed process even at our larger counts and by
using modern equipment we still make our schedules. GSSI puts us in the

GSSI AWARDED PACKAGING BUSINESS FROM WORKFLOW ONE

Mission Viejo: GSSI has been awarded the packaging business from WorkFlow One, the New York based communications solutions conglomerate, for animal carriers for the San Diego based Petco corporation. The carriers represent one of Petco’s most vital store components and are essential part of store business. This is the first time Petco has moved this item offshore and GSSI was selected by WFO because of its ability to execute this complicated business accurately and on short notice. “We were asked to find a manufacturer, negotiate price and build a sustainable production plan in less than one week,” said William Ting, GSSI’s Vice President of Operations. “We were successful and turned prototype samples back for client approval within two weeks. After a bit of alteration we were approved and good to go.”

Under the guidance of WFO’s account team GSSI managed the product in China and earned high praise from both WFO management as well as Petco who reported that “the new boxes are better looking and better constructed”. Deliveries of the boxes will continue through the balance of the first quarter and into April as GSSI looks to extend the expectations of our client and keep the supply chain stocked.

CHINA PAPER HOLDINGS, INC. AGREES PROTECTIONISM IS DISADVANTAGEOUS FOR FREE U.S. MARKETS

MISSION VIEJO, Calif. ~ China Paper Holdings, Ltd. (CPH), a leading sales and sourcing company, advocates that protectionist policies stifle innovation and competition in the global economy.

Recently, CPH applauded the United States International Trade Commission’s (ITC) ruling to lift duties on coated free paper. The ITC found that the U.S. industry was neither materially injured nor threatened by imports of coated free paper from Asia.

Behind the debate were U.S. paper manufacturers who claimed that American paper businesses were being hurt by subsidized paper products sold in the United States for a less than fair value. However, these interests were unable to demonstrate or document to the ITC that its business had been “materially hurt” or “threatened with material injury.”

“Their protectionist argument was empty rhetoric lacking concrete evidence,” said Tom Vendetti, president of China Paper Holdings, Ltd.

The U.S. imports nearly 300 billion dollars of merchandise from China alone each year with continued growth expected. The import of safe and affordable Asian products—from paper to glass to electronics—plays an important role in the U.S. economy, ultimately lowering costs and broadening product options for end consumers.

“Let the free market work and it will compel manufacturers to compete for contracts and promote consumer’s freedom of choice,” Vendetti explained.

WINE BOTTLES FROM CHINA EXCEED CALIFORNIA SAFETY STANDARDS

U.S.-based testing provides winery clients assurance in safety of imported bottles

MISSION VIEJO, Calif - On the cusp of the busy holiday season, Global Discoveries Glass, a leading supplier of wine bottles, crystal, and glass accessories, today provided results from U.S.-based independent testing that validates the safety of its China-manufactured wine bottles. The tests found levels of lead were either not detected or “were much lower than the California DHS limits.”

“These tests confirm what we have been saying for some time: there are vast Chinese products available in the U.S. market to American consumers that exceed stringent U.S. standards,” Global Sourcing Solutions, Inc. (GSSI) President and CEO James Letzel said. “Using U.S.-based independent testing to validate the safety of imported products is important to our customers and a critical part of our process.”

American Research and Testing Inc.—a certified testing facility in Gardena, CA—found that levels of lead were undetected in half of the samples and levels significantly lower than the California requirement for large hollow ware in the others. “These concentrations were much lower than the California DHS limits for lead in large hollow ware,” the report stated.

These results underscore GSSI’s quality control manufacturing, with regular product inspections, which ensures consistency of materials and processes. Last month GSSI announced it is developing an industry-leading product certification program with its Asian vendors and suppliers. This program will employ the services of a U.S.-based testing laboratory in order to certify and ensure the safety of Asian imports.

“We’re quickly approaching one of the heaviest times for wine consumption—Thanksgiving and Christmas—using top-quality glass bottles from China helps ensure we can put our wine into American households during this busy period,” said Tom Hedges, owner of Hedges Family Estates of Washington. “The products are both safe and cost-effective, and independent testing ensures that we are providing our customers with some of the best bottles available.” Hedges Family Estates is the largest independent vineyard in Washington State.

GSSI ANNOUNCES OLYMPIC UPDATE

GSSI the leading international sourcing and solutions company today announced it had secured over 300 tickets to the 2008 Olympic Games to be held August 8-24 in Beijing, China. These tickets will be used by members of the group lead by CEO James Letzel. “The announcement we made in April at the celebration of GSSI’s anniversary stated that GSSI and its guests would attend the Opening Ceremonies. We can now report we will be able to witness much more of these historic games,” said Letzel. “We are not finished sourcing tickets. Our goal is to provide our guests with the ultimate China experience, one that they would never get on their own but this is not just a pleasure trip. We will tour paper mills, printing plants and glass factories. We want the group to learn about doing business in China. To that end they will meet and have extended access to policy makers and government leaders who lead the most dynamic market in the world today”.

The group includes leaders in the publishing, paper, spirits and wine industries. “I am excited to be invited and to attend the Games,” reported Michael McMahon, President of Midland Paper. “Although I have been to China previously I am going to enjoy the differing attitudes and outlooks of my fellow travelers. On my last trip with GSSI I had the opportunity to meet policy makers and tour a number of paper mills with whom they are associated. I look forward to rekindling those relationships and expanding them. It can only help Midland as we explore all future avenues of supply”.

GSSI TRAVELS TO VIETNAM

GSSI CEO and President James Letzel recently completed a second trip to Vietnam. On this occasion he visited companies in both Hanoi and Ho Chi Minh City for the purpose of exploring distribution and investment opportunities. This is part of GSSI’s announced strategy to expand the company’s supplier base throughout Asia in order to secure clients the highest quality most cost effective manufacturing platforms available. The trip was designed to be a deeper evaluation of specific markets.

“I have been extremely impressed with Vietnam’s commitment to foreign investment and equitazation of their markets. The Socialist Republic of Vietnam is undergoing a renaissance of sorts with billions of dollars flowing into the country. We believe the government is doing all of the right things in terms of managing opportunities for the benefit of the Vietnamese people. This calculated management of industry conversion from Party owned and managed to a shared and open management structure means companies such as GSSI may locate partners to help expand our platform and accelerate our growth. We will return to Vietnam in November to further investigate other markets and deepen our network of contacts,” Letzel said.

After conducting extensive interviews with PR agencies from all regions in the country, GSSI finally signs a contract with North Bridge Communications.

North Bridge Communications is a medium sized PR firm, located in the heart of Washington DC. They specialize in public relations, international trade, public affairs and crisis management.

MARTIN & WEYRICH BEGINS BOTTLING OF DESSERT WINE

MISSION VIEJO, CA - Martin & Weyrich Winery, one of the leading makers of dessert wines located in Paso Robles, has begun bottling a specialized dessert wine called Allegro with a unique Global Discoveries’ bottle called the Relevé.

MOTIVE MARKETING COLLABORATES WITH GSSI ON MALIBU RUM PROMOTION

GSSI, the leading international sourcing company, recently completed production of a new promotional product for Pernod Ricard’s Malibu Rum. Working for Motive Marketing, a West Coast based branding and marketing firm, GSSI helped develop a creative package aimed at Malibu’s summer sales season. The final product is a jug “infuser” complete with recipe for a new cocktail called the “Malibu Cranberry Splash”. “This product represents our third collaboration with GSSI,” said Greg Fisher, Motive’s Vice President of Business Development. “Each product has been wildly different but that is the nature of our business. We require a production partner who can help us turn drawings into prototypes and prototypes into actual product. Motive involves GSSI because GSSI knows how to work with the foreign factories to get us what we need”.

Motive Marketing’s client list includes such well known brands as Stolichnaya, Kahlua, Seagram’s, Patron, Glenlivet and Malibu among others.

“For this product we wanted a functional package that can be used long after purchase instead of being discarded,” Fisher reports. The idea is to always be building brand awareness and we believe the infuser does just that.”

The actual product stands 14” high, tall enough to hold a bottle of Malibu Rum and has a spout from which to pour the Cranberry Splash.

“We believe there is tremendous potential in the promotional goods market for GSSI,” said William Ting, GSSI’s Vice President of Operations. “Motive Marketing really knows this industry well and their creativity complements our factory network quite well. GSSI's book Creative Cooking, The Costco Way will be exhibited for one year in Beijing from September 2007 to August 2008, the Olympic year. A selection of Gourmand World Cookbook Awards winners will be for one year in the Gourmand Exhibition in the sales exhibition hall of the new Beijing Publications Distribution Logistics Center (BPDLC), located in the heart of Beijing, close to the Beijing International Book Fair location (August 30-September 3, 2007). It will open at the end of summer 2007.

The BPDLC represents an investment of 100 million Euros. The Sales Exhibition Hall occupies an area of 30.000 square meters, out of a total of 291.000 square meters. There will be approximately 50 foreign publishers exhibiting, plus Gourmand. GSSI to Print Additional Kumon Publishing Titles

GSSI was recently notified by partner Dai Nippon Printing of Tokyo that client Kumon Publishing has added 3 new titles to their North American list. The new titles are My Book of Mazes, My Book of Money: Dollars and Cents, and My Book of Money: Counting Coins. GSSI will manage the print for these titles as well as 4 reprinted titles in order to meet a July 31 distribution date.

Kumon Publishing sells its series of educational workbooks, aimed at ages 2-7, at Borders, Barnes & Noble, Target and other retailers. The Company has over 30 titles in print and is adding more each year. Currently most of those titles are printed in China but GSSI was able to demonstrate the quality and competitive pricing available in the United States so that new titles are migrating at a rapid pace. As this migration happens GSSI becomes responsible for a greater percentage of Kumon’s overall list of published titles.

The first group of titles printed in April of this year are already scheduled for reprinting which stands as evidence of the books popularity with parents here in the USA. The plan is to eventually have all titles printed in the US in order to supply the needs of the retailers as well as to reduce the amount of inventory Kumon is required to manage.

This body of work is viewed by both GSSI as well as partner DNP as a first step toward other printing business of similar type. The companies expect this collaboration to work bilaterally.

Giant Australian Retailer Renews Solution II Contract with GSSI

The second largest store chain in Australia, Cole Meyers, has extended their agreement with GSSI and Labelmakers Group Pty. to continue the use of Solution II laser film throughout their stores. This tear-proof, laser printable “paper” is used for signage in the refrigerated deli cases in all 700 stores as well as signage and labels in other departments. GSSI works in conjunction with Labelmakers Group to supply pre-converted tags and labels into the Australian retail industry.

 he highly durable labels are laser imaged on Lexmark printers at each store location allowing for on-demand custom printing. “This concept, driven by our Solution II material, enhances the service aspect for shoppers and lightens the economical impact for the retailer.” explained Tom Vendetti, Senior VP at GSSI. “Since Solution II is tear-proof and water-proof, the store managers know that these labels will not alter their shape and the image will not smudge when placed in harsh environments such as refrigerated cases or outdoor garden centers.” The stores save money by not having to outsource the printing or constantly replace damaged tags.

GSSI Awarded Multiyear Contract with Costco Publishing

MISSION VIEJO, CALIF. - Global Sourcing Solutions Inc. (GSSI), a leading international sourcing firm, today announced that it was awarded a multiyear contract to manage the printing for Costco Publishing effective immediately.

The contract allows GSSI to internationally place and source Costco’s printing work. Electric scooters are economical and ecological

If every journey begins with a first step, the first step in Jim Letzel's latest enterprise was noticing swarms of electric scooters buzzing everywhere he went in China.

"Then I saw gas prices here spike, and I thought I could sell them," said Letzel, chief executive of a Mission Viejo trading company called Global Discoveries.

For more than a decade, Letzel has made a living doing business with Asia: selling California wines in China and selling Chinese wine bottles to California vintners, buying gift package products there, printing Japanese textbooks here.

His latest import is the Eco-Glide LE, a scooter that looks like a Vespa but runs on a pair of rechargeable batteries with 1,500 watts of power – enough juice to cruise at more than 30 mph.

"Eco stands for economical and ecological," Letzel said.

The Eco-Glide runs as quietly as a golf cart. Recharging takes 10 to 12 hours and uses about 50 cents worth of electricity. The Eco-Glide's range is little more than 10 miles, which Letzel sees as practical for students or other short-distance commuters. In China, the scooters are popular for food deliveries. Letzel drives his to the office.

"The worst thing is being heckled by the guys on Harleys," he said.

In California, you need only a regular driver's license and a helmet to drive them, he said.

The biggest challenge was finding a reliable manufacturer in China, Letzel said. He scouted a dozen factories before choosing one in Taizhou, about an hour outside Shanghai. There, he found a pair of entrepreneurs he nicknamed the Wright Brothers – Ken Wu and Wei Jie – who eagerly adapted the Chinese scooters to American tastes.

The LE stands for "Luxury Edition" because the U.S. version of the scooter quadrupled the wattage to carry a typical American – up to 250 pounds – and installed bigger brakes to stop all that weight.

Letzel declined to release specific sales figures but said he has sold "a few hundred" since the bikes first were offered on Costco's Web site, www.costco.com. Although the scooters cost more than the cheapest moped, Letzel points out they are half the price of a Vespa.

And, Letzel adds:

"You can order them in any color, as long as it's black," he said.

GSSI Celebrates 5th Year Anniversary with Beijing Olympics Announcement

In recognition of GSSI’s fifth anniversary the Company has announced it will host a group of international business leaders on a trip to the 2008 Summer Olympic Games to be held next August in Beijing. Highlights of the trip will be attending the Opening and Closing Ceremonies, site visits to Chinese factories, interviews and dinners with Central Government officials, trips to the Great Wall, Tiananmen Square and the Forbidden City as well as touring and shopping areas of the Chinese capitol unknown to most visitors.

GSSI, the leading international sourcing company, based in Orange County, California and with offices throughout the US, Asia, Mexico and Europe has recently completed its fifth year in business. “We are obviously a long way from IBM, GM or any of the other acronyms and icons of business but surviving five years in today’s business environment is reason enough for those of us who were present at Day One to find cause to celebrate,” said James R. In Major Shift, U.S. Imposes Tariffs on Some Chinese Paper

Trade and industry officials say the new policy could lead to duties on imports of Chinese steel, plastics, machinery and textiles.

WASHINGTON — The Bush administration, in a major escalation of trade pressure on China, said Friday that it would reverse more than 20 years of American policy and impose potentially steep tariffs on Chinese manufactured goods on the ground that China is illegally subsidizing some of its exports.

The action, announced by Commerce Secretary Carlos M. Gutierrez, signaled a tougher approach to China at a time when the administration’s campaign of quiet diplomacy by Treasury Secretary Henry M. Paulson Jr. has produced few results.

The step also reflected the shift in trade politics since Democrats took control of Congress. The widening American trade deficit with China, which reached a record $232.5 billion last year, or about a third of the entire trade gap, has been seized upon by Democrats as a symbol of past policy failures that have led to the loss of hundreds of thousands of jobs.

Mr. Gutierrez’s announcement has the immediate effect of imposing duties on two Chinese makers of high-gloss paper, one at 10.9 percent and the other 20.4 percent, calculated by adding up the supposedly illegal subsidies.

But trade and industry officials say future actions based on the department’s new policy could lead to duties on imports of Chinese steel, plastics, machinery, textiles and many other products sold in the United States, if as expected those industries seek relief and the department finds that they are harmed by illegal subsidies.

Indeed, industry and administration officials say that they chose the high-quality paper industry last year to serve as a test case for a sweeping revision of the administration’s previous policies, which did not allow for ant subsidy duties for Communist or other nonmarket economies.

Mr. Gutierrez said that the administration’s step was based on careful study of Chinese subsidy practices and was being carried out irrespective of any pressure from Congress.

“This is simply an application of our law,” he declared. “The message that we have been sending all along to all of our trading partners is that we want fair trade and that we will use every tool at our disposal to guarantee that our workers and our companies have a level playing field.”

A spokesman at the Embassy of China, Chu Maoming, said in Washington that China expressed “strong objection” to the Commerce Department announcement, which he said sets a bad precedent that could damage China-United States relations.

“The Chinese side strongly urges the U.S. side to reconsider the decision and reverse it as soon as possible,” he said.

The stock market at first reacted negatively to the news, on fears that a trade war with China could erupt, harming the dollar as well as stocks of companies that rely on trade with China. But stocks later recovered, ending the day barely changed.

Beyond seeking a review of the new policy in coming months, China is expected to challenge it in federal court and also at the World Trade Organization, but not through imposing tariffs of its own on American goods, according to lawyers who have been representing China in the dispute.

Under W.T.O. rules, China must seek recourse through the courts or the W.T.O.’s adjudication process if it hopes to get the new tariffs declared illegal.

Democrats in Congress hailed the announcement by Mr. Gutierrez but said they would continue their efforts to force a tougher policy on China through various pieces of legislation. Many Democrats won their elections last fall in part by advocating a tougher policy on trade with China and other countries where labor and material costs are much lower than those in the United States.

Some lawmakers also complain bitterly that China unfairly ties its currency to the dollar, which aggravates the trade imbalance by making exports to America cheaper and imports to China more expensive. But American officials say there is no thought being given to citing currency policies as a form of subsidy that would bring about import duties.

“This is a long-overdue change in policy,” said Sander M. Levin, a Michigan Democrat who is chairman of the trade subcommittee of the House Ways and Means Committee.

He said that lawmakers would nonetheless press for sweeping legislation calling for tougher actions against American trading partners deemed to be engaged in unfair practices. He also said that he would try to enact legislation codifying the new administration policy in case the courts overturn it.

The Commerce Department decision affects Chinese manufacturers of the kind of high-gloss paper used for brochures, catalogs, annual reports, movie posters and the like. At present, imports account for only 5 percent of the domestic market, but American manufacturers fear that imports are under pricing what they can produce and could wipe out the industry in a matter of years.

The department responded to a complaint by the NewPage Corporation, the largest producer of high-quality paper in the United States.

The NewPage complaint was backed in separate filings by leaders of several industries, including steel. The ruling on Friday was hailed by several groups critical of current trade policies, from manufacturers to labor unions to environmental groups, none of which have been very complimentary toward the administration on these issues in the past.

“This is an important day for the thousands of paper workers throughout the United States,” said Leo W. Gerard, president of the United Steelworkers of America, whose union represents paper workers. “The message to foreign governments is, ‘Stop providing unfair subsidies to your exporters.’ ”

John Engler, a former governor of Michigan who is now president of the National Association of Manufacturers, said the announcement was “great news and an important step toward balanced trade with China.”

But the president of a company that serves as the American marketing arm of the Chinese paper industry warned that the ruling would lead to higher costs for American consumers. “What we are hearing from paper buyers is that because of high American prices, they have no choice but to buy paper offshore,” said Tom Vendetti, president of China Paper Holdings.

The paper case has been closely watched for months in trade circles, where the rules on subsidies and duties are somewhat arcane. American law allows the United States to impose what are called antidumping duties when imports are sold in the United States at prices below what it costs to produce them.

But these antidumping duties tend to be small compared with duties imposed for illegal subsidies when they are employed by trading partners with free market economies. Since the 1980s, the United States has barred ant subsidy duties in Communist or non-market economies.

The rationale has been that it is impossible to determine what a subsidy is in a state-controlled economy, and that government-run businesses in China did not make marketing decisions based on their subsidies because they were merely told what to do by the authorities.

Today, that reasoning is regarded as out-of-date as China has moved from a faltering economy two decades ago to an export superpower with sophisticated marketing and manufacturing techniques and a determination to find jobs for hundreds of millions of poor Chinese.

“The China of today is not the China of years ago,” Mr. Gutierrez said. “Just as China has evolved, so has the range of our tools to make sure Americans are treated fairly.”

Although the tariffs imposed by the decision today are effective immediately, the action is subject to review by the Commerce Department, and a formal decision is due in October. But the administration’s position is not expected to change unless it is ordered to do so by a court or by the World Trade Organization.

The decision, however, is certain to become a focus of talks in the “strategic economic dialogue” begun by Mr. Paulson last September. The first meeting of top Chinese and American cabinet members to discuss a range of economic issues was in December, and another is due in Washington in May.

Mr. Paulson’s effort is aimed at getting China to move on a number of issues, including the suspected manipulation of its currency, that Washington regards as unfair.

Chrysler/Jeep Taps GSSI for New Promotion

Daimler/Chrysler has launched a new ad campaign for their flagship Jeep model vehicles.

The effort is to focus on the original appeal of Jeep, which is rugged, all-terrain driving.

The tag line of this new campaign is “Jeep Owners Guide to Outdoor Skills”, which is a brochure on driving skills necessary for off-road operation. The brochure is folded and comes in a metal box with throw-back image designs on the lid. The tin box is intended to be a give-away to new Jeep buyers as well as auto show attendees.

“All the auto companies are in a financial squeeze, including our client Daimler/Chrysler. They wanted to produce something that was different and clever, but still stay within their shrinking budget. They had priced the brochures and tins from domestic sources, but the cost was prohibitive. That’s when Jeep executives called GSSI.”, explained Tom Vendetti, Senior VP of Marketing/Sales.

The brochure fits into a tin box that’s lid is printed with 4 color process plus 2 PMS colors.

The bottom of the tin box is “washed” with a translucent brown/green on both the inside and the outside of the box.

GSSI was able to produce the high quality items in China and deliver in 5 weeks, which is actually quicker than the domestic producers. Because the cost of Chinese production was so low, Chrysler could afford to air freight the items to the US, meet their 5 week deadline and still save money compared to the domestic producers.

China Paper Holdings Ltd. Names New President of Sales

New York - China Paper Holdings, Ltd., an international paper sourcing company, today announced that Thomas Vendetti will take over as the company’s new president of sales.

New Technology Leads Japanese Publisher to Hiawatha Company

HIAWATHA — A Japanese publisher has signed an agreement with Cedar Graphics Inc. of Hiawatha to print four of its educational workbooks for children, moving the work from China to Eastern Iowa.

Kumon Publishing North America, founded in 2004, publishes 36 workbooks, four crafts titles, flashcards and a self-help title. The material, aimed at children ages 2 through 7, covers basic skills (mazes and crafts), early reading and early mathematics.

Kumon workbooks and related materials are sold by Barnes & Noble, Borders, Chapters/Indigo, Target Stores, Books-A-Million, Scholar’s Choice and independent bookstores across North America.

Kohei Tsumori, assistant general manager, international operations, for Dai Nippon Printing Co. Ltd. in Tokyo, said Kumon Publishing North America has been using a printer in China to serve the U.S. market.

‘‘When the company started to explore the U.S. market, it wanted to find a place where the books could be printed and distributed at the right price,’’ Tsumori said. ‘‘It found a printer in China.’’

James Letzel, president of Global Sourcing Solutions Inc. of Mission Viejo, Calif., said having the books printed in China and shipped to the United States created some problems for Kumon.

‘‘Kumon Publishing wanted to be faster to the market, supplying stores like Barnes and Noble and Target Stores,’’ Letzel said. ‘‘Using a printer in China has required the workbooks to be shipped three weeks over the water and printed in larger quantities than Kumon would like.’’

Tsumori said Kumon, which sold 1 million workbooks in the U.S. market last year, began looking for a printer five years ago.

Letzel, who works with some of the largest printers in the United States, was aware that Cedar Graphics had installed a KBA Rapida 105 10-color printing press.

‘‘The press cylinder must be able to accommodate a longer printing plate,’’ Letzel said. ‘‘Cedar Graphics was able to provide the right printing press and compete with the printers in China.’’

Tsumori said the four initial workbooks are a test for Cedar Graphics. If successful, Kumon will likely move additional workbooks for the North American market to Cedar Graphics.

Hassan Igram, president of Cedar Graphics, said his company was the first U.S. printer to have a 10-color KBA Rapida press.

‘‘We have been a leader in printing two sides of the same sheet of paper for many years,’’ Igram said. ‘‘We can take a job off the 10-color press and move it to a six-color press, or vice-versa. That provides us with a lot of versatility.’’

Igram said the presses can be used for a wide variety of material, including plastic and vinyl. He said Cedar Graphics has hired some additional personnel to sell the capabilities of the presses.

‘‘We are getting a lot of interest from other printing and publishing companies,’’ Igram said.

MISSION VIEJO, CALIF., Feb. 14, 2007 – Global Sourcing Solutions Inc (GSSI), a leading international sourcing firm, today announced it has signed an agreement to oversee the printing of Kumon Publishing workbooks in the United States. However, a more accurate definition may be that this is an excellent example of fully realized globalization,” said Letzel, “Market demands and technological advancements make printing these books in the US the logical choice.”

Kumon was established in Japan over 50 years ago by an educator named Toru Kumon. Mr. Kumon developed the teaching method now used at Kumon schools around the world. Today millions are graduates of the program that stresses speed and retention before advancement to the next level. There are Kumon schools in 44 countries teaching both mathematics and language skills.

In 1988 Kumon developed a new division, Kumon Publishing, which designs publications for home use. These books, sold in North America at major retailers such as Barnes & Noble, Border’s, Books-a-Million, Target and others, have grown to include 28 versions with over one million copies sold in 2006 alone.

As Kumon Publishing adds titles and prints even more books, it has become impossible for them to wait three weeks for the product to arrive from China. An error in ordering can be fatal as US retailers build seasonal planograms, products and programs, such as the Kumon books.

“These planograms are extremely difficult to break into and an interruption in supply usually results in banishment from next season’s plan, if not forever,” said Letzel. “By printing in the U.S., Kumon is able to be more market responsive and reduce inventory requirements.”
